I don't know that I've found an effect trick yet, since I've only finished one book. However, when I hit the wall with it, I just put it away for a while and tried to dream about the story. I've found that if I go to sleep obsessing over my characters, they visit me at night and sometimes I learn useful stuff. :)

Other times I open a blank document and let my characters start monologue-ing to see where they want to go. Sometimes I just have the wrong plot line in mind and they have to fix it.

Right now I'm deep into revisions and I just spent 2 hours on one scene. Is that bad or good? I think it is better now, but perhaps I should have just quit and waited until tomorrow? Who knows?

Ouch! I hate the wall. For me, it usually comes during the second act sag. Frequently, I do what you do and outline, and that usually helps. When it doesn't, I let it go for a while. But with the last book I finished (the hospital book), I did something different. I slammed into the wall hard. Like you, I knew where the climax was and I knew that I needed to get there, but I couldn't. And it was driving me absolutely nuts.

So what I did was write, "And then a bunch of other stuff happened." Then I began where I knew the climax began. A few days later the scenes I'd skipped came into focus and I was able to write them.

I think you've got a great plan. Keep on it! I can't wait to read it.
